What's the problem? Describe what went wrong.

Jett Rocket is unable to register wii remote shakes making the game impossible to complete, in fact, shaking is required for many functions in this game.

What steps will reproduce the problem?

Simply shake the Wii Remote and you will see that it does nothing, you cannot activate buttons, you cannot dash etc.

Which versions of Dolphin did you test on? Does using an older version of Dolphin solve your issue? If yes, which versions of Dolphin used to work?

Tested on both stable and one of the latest dev build but to no avail.

What are your PC specifications? (CPU, GPU, Operating System, more)

CPU: i3-4170 3.7GHz
GPU: GTX 750 Ti
RAM: 8GB DDR3-1600
OS: Windows 10 x64

This is literally caused by the dumbest thing. The game wants a stronger emulated Wii remote shake on the emulated Wii Remotes.

I tested it with Real Wii Remotes a while back and it worked fine.

Actually, I am using a real wii remote and like I said, the shake does not work at all no matter how hard I shake it.

While I can confirm that it's broken on Real Wii Remotes, it definitely needs to be fixed on emulated Wii Remotes.

Emulated Wii Remotes work with it now. Real Wii Remotes don't over Emulated Bluetooth. Wii Remote Passthrough does work though.

FYI. Issue is caused by emulated bluetooth + real wiimote handling duplicating input reports to maintain a 200hz input rate to core.

To clarify, this is now fixed except when you are connecting a real Wii Remote using an emulated Bluetooth adapter with speaker data enabled. We probably can't fix it in that one case while keeping speaker data working.
