What's the problem? Describe what went wrong.

Dolphin gives a warning when booting Gamecube game with 1.0 ipl in USA folder with skip bios unchecked.

Which versions of Dolphin did you test on? Does using an older version of Dolphin solve your issue? If yes, which versions of Dolphin used to work?

5.0 up to current master 5.0-2577

What are your PC specifications? (CPU, GPU, Operating System, more)

Intel 4790k overclocked @ 4.7Ghz, Nvidia GTX Titan X (Maxwell), Windows 10 Pro AU, Samsung 950 Pro NVMe
