[Feature Request] Support MemoryWatcher/Pipe Input on Windows

A lot of people have been asking for this.

ZMQ has been put on the table as a solution, and has been rejected. Perhaps nanomsg would be better?

Eventually it would be nice to get the RPC thing right. This would mean 1) building dolphin as a library or 2) having an embedded scripting language. These would be fairly difficult, however, and are largely orthogonal to the cross-platform issue specifically.

I would also like to support this, as I've had to go to Linux and setup a dual-boot as well as downloading stuff from a complicated process of command lines. It would be nice to just have it as a part of dolphin.

I would also like to see this implemented. As do quite a number of other people.
