What's the problem? Describe what went wrong.
It is impossible to win the conquer minigame of the dock
What steps will reproduce the problem?
After getting to the dock go to the staff guy and win the 4 minigames it gives you, after that you can attempt the painting minigame to conquer the dock
Which versions of Dolphin did you test on? Does using an older version of Dolphin solve your issue? If yes, which versions of Dolphin used to work?
5.0 stable and 5.0-3352
What are your PC specifications?
Intel i5-4440 @ 3.10GHz, GeForce 750Ti (2GB), Windows 10 Anniversary Update, 8Gb of ram

Try disabling hacks like Skip EFB Access from CPU and Store EFB Copies to Texture Only.

The game seems to run 20% slower but it fixes the mission

Please test which one of them was necessary (or are both necessary?). That way, we can enable the setting in the game INI so others won't have the same problem in the future.

I just tested it, looks like it just needs Store EFB disabled
