I recently bought an UHD 4k Samsung TV for use with my computer but when running UHD resolutions my laptop's graphicscard isn't able to put out 60Hz only 30Hz max (My laptop needs HDMI2.0 to output 60Hz) but when I start a game in dolphin on 4k the resolution changes to 24p instead of the supported 30p (which is set up on my desktop as native, I can see this using the info button on my TV remote) sadly enough this causes all games to stutter tremendously when outputting 60FPS/VPS or 30FPS/VPS (vsync OFF, 3x IR).
I know this has to do with the refresh rate because when I run any other game that allows selecting the refresh rate to 4k 24p no VSYNC and it outputs 60(+)FPS it does the exact same thing. Changing the refresh rate to 30p no VSYNC and all the stutters are gone.
So to negate this issue it would be awesome to be able to select the refresh rate of full screen. I thought it might be added next to the place where you select the full screen resolution, and I guess it could enumerate this by itself by reading the registry entries for that(or just make it possible to select 25Hz and 50Hz for PAL games and 30Hz and 60Hz for NTSC games.)

Don't know if it matters (I didn't test other backends) but I'm using Vulkan.
