What's the problem? Describe what went wrong.
Insert blr and Insert nop sometimes won't change the code. Repeating the same thing make it works.
Which versions of Dolphin did you test on? Does using an older version of Dolphin solve your issue? If yes, which versions of Dolphin used to work?

If I were to guess, this might have been fixed by https://github.com/dolphin-emu/dolphin/commit/7cecb28bdf6443362a6ab20e0042ddb3b407ebec.
