Direct3D11 broken after 5.0-3948

Description
What's the problem? Describe what went wrong.
Booting any game with Direct3D11 after 5.0-3948 crashes Dolphin with a "Dolphin.exe has stopped responding" message.
What steps will reproduce the problem?
Leave settings default, change renderer to Direct3D11, try and start a game and crash to desktop.
Which versions of Dolphin did you test on? Does using an older version of Dolphin solve your issue? If yes, which versions of Dolphin used to work?
I had a hunch it was this revision, but I did a bisect anyways.
5.0-3963 broken
5.0-3677 ok
5.0-3948 broken
5.0-3813 ok

What are your PC specifications?
Intel Core i3-3220 @ 3.3GHz, NVIDIA GeForce GTX 1060, Windows 10

Might you recheck your bisect?
It seems that the problem is since 5.0-3953, because 5.0-3951 and earlier worked perfectly.

5.0-3965 solved the issue for me, games are booting again. I did briefly do a little bisect though at your request, and took screencaps to show that 3948 was the problem.
