When using other versions of region-lock Wii games (e.g. Japanese version of Super Mario Galaxy) in netplay, it just hangs on a black screen like the Language Region Mismatch problem in normal play. So the language setting should be sync to the netplay mode or add a Wii system language setting in netplay mode.

This is actually complicated as the Blank NAND is meant to be untouched...

Just in case it's a different hang, can you make sure single core doesn't bypass it?

Yes. Single core doesn't fix the problem.

All my region-locked games and custom-ROMs with English stripped aren't working.

Maybe this line needs to be made changable to allow other languages? https://github.com/dolphin-emu/dolphin/blob/master/Source/Core/Core/Config/SYSCONFSettings.cpp#L12
