What's the problem? Describe what went wrong.
I have found that the game lags with my new system, and sometimes has an extra stutter that it shouldn't have. Less lag occurs if either dual-core is unchecked, or if audio is set to 'none', although it doesn't go away completely.
I attempted with all default audio back-ends, and all graphic back-ends, and it happens in all of them, some more noticeable than others.
The issue primarily occurs when explosions happen; they don't have to be on-screen.
On my previous specs, I did not notice this issue with any version of Dolphin (up to and including 5.0 Release).
What steps will reproduce the problem?
Have relevant hardware, make sure dual-core is checked, and audio is enabled.
Play a level with explosions (almost all of them)
Which versions of Dolphin did you test on? Does using an older version of Dolphin solve your issue? If yes, which versions of Dolphin used to work?
Tried on 4.0.2, 5.0 RC1, 5.0 Release, and 5.0-4602. Issue happens with all of them.
What are your PC specifications? (CPU, GPU, Operating System, more)

Every test is done with 1x internal resolution, no extra graphical options enabled

It's shader generation; the reason you weren't running into it as much on your old computer is that you probably had been playing the game longer and had more shaders generated. The reason why dualcore makes a difference is that Dolphin has already started caching shaders when you do more runs, so, it'll progressively get better as you go.
PR 5702 will rectify this issue with Exclusive Mode Ubershaders on sensible drivers.
