What's the problem? Describe what went wrong.
I've been trying to get Pokemon Channel to run for a family member on a PC. I'm using an Xbox 360 knockoff USB controller as my controller. Nothing happens if Pikachu isn't near.
If he is, however, the cursor will follow him as he moves about the room. It's possible that the "C stick" is moving because the cursor turns into a hand as it follows Pikachu (which only happens when the C stick is used).
What steps will reproduce the problem?
Simply running the game on the PC. It was working fine then just suddenly stopped working. It worked on the laptop. See the screenshot of the controls.
It doesn't stop if I unplug the controller while it's happening.
Which versions of Dolphin did you test on? Does using an older version of Dolphin solve your issue? If yes, which versions of Dolphin used to work?

Just to add, normally in order to command the hand to appear to pet Pikachu, the C stick must be moved. However, now anytime Pikachu is on the screen the hand follows him around rendering the rest of the controls useless.
Dolphin 5 is on the laptop as well.

Please try it in the latest development version of Dolphin. If it doesn't work there either, please upload a screenshot of the controller settings in Dolphin.

Using the latest versions doesn't work when loading the game (OpenGL, Null, etc. = black/white/flickering screen on both stable and dev). OpenGL is very glitchy in terms of audio as well. I'm not using Software Renderer since it is EXTREMELY slow (literally had to wait about half a minute to hear a very slow "Pika!" for the Nintendo logo). When using DirectX either Dolphin crashes or it tells me to make sure Direct3D 10 is supported (dxdiag says no problems found and it reports D3D 11 is in use). This didn't happen when using the stable version.
Direct3D 11 looks fine on the laptop (except for a glitch during the Nintendo logo on both computers), and so does OpenGL. (stable version)
The same controller on Dolphin 5.0 on the laptop works fine.
I uninstalled and reinstalled the stable version on the PC and deleted the Dolphin Emulator folder in Documents. OpenGL still didn't work. I changed all my controller settings back to normal to use with the controller, restored the save, etc. There doesn't seem to be a problem anymore, but the OpenGL problem still needs to be fixed.

What you're asking for now would be better served toward the forums. The bug tracker is dedicated toward issues with Dolphin, and the issues you're stating seem to be more PC related than anything else. You're using an onboard graphics card according to your specs in the screenshots, which is going to struggle with Dolphin even if the drivers act perfectly.
If you want better compatibility, install linux and use the excellent mesa drivers, or deal with the myriad of issues that the Windows drivers provide...
Anyway, as to the cursor issues and whatnot, I can't reproduce it, and i don't think the developers are going to be great for helping with issues like these. Other users on the forums are more likely to be able to help you through this.
