Panic Handlers can be a pain and there are times when you want to ignore them so you can proceed with the game while debugging. A hotkey would prevent users from needing to open the config menu, disable panic handlers, and re-enable them to get past a series of panic alerts.
No hotkey assignment should be set by default so users don't accidentally toggle this.

If manually disabling panic handlers during panic spam works, I think we should be able to get a hotkey to do this.
