Dolphin does not support Interlaced Output

Game Name?

All, but this particularly affects roughly a dozen GameCube games where the force progressive hack doesn't work. Dragon Ball Budokai 1/2, Charlie's Angels, and a few others.

What's the problem? Describe what went wrong.

The screen violently shakes up and down because we don't support interlaced output.

What steps will reproduce the problem?

Load up any of the games that don't work with the force progressive hack or turn off the force progressive hack via the INI setting.

It is important to make sure the bug hasn't already been fixed. Please tell us what the latest version you've verified the bug on.

I think every version forever covers stable

If the issue isn't present in the latest stable version, which is the first broken version? (You can find the first broken version by bisecting. Windows users can use the tool https://forums.dolphin-emu.org/Thread-green-notice-development-thread-unofficial-dolphin-bisection-tool-for-finding-broken-builds and anyone who is building Dolphin on their own can use git bisect.)

Uhhh, the first beta release would probably have this issue if it could boot any of the games in question.

Screenshots showing what it is supposed to look like from either console or older builds of Dolphin will help too. This used to work in the Direct3D backend.

I tracked it down to:

D3D in older builds didn't output the frames correctly.

It didn't actually emulate interlaced.

Yeah, I know but I mean it worked quite well visually by simply rounding those dimensions for the viewport.

It works quite well now too if I do something similar again with the viewport.

For the games that bob up and down that is. I'm guessing some games with embedded videos would need proper deinterlacing
