Dolphin becomes unresponsive when pausing emulation while a panic handler message is on screen

Wiimms ISO Tools edited ISO, works fine on both Dolphin and real Wii. Only the music files were edited.

Post https://dolphin-emu.org/download/dev/master/5.0-1808/, Dolphin becomes unresponsive when pausing emulation while a panic handler message is on screen. It needs to be force-closed. Reproduced with the panic handlers from #9584 (use 5.0-540 or later) and the known Brawlex issue where the game crashes when backing out to the title screen.
Before https://dolphin-emu.org/download/dev/master/5.0-1808/, panic handler messages would prevent pause from being pressed. This may just have hidden the underlying issue though.
This should probably be tested on a different game but I don't know how to induce panic handler messages in other ones.
What steps will reproduce the problem?
- Observer a panic handler message
- Pause emulation
- Attempt to press exit emulation or press things on the main emulator window

Panic handlers have a lot of room for improvement :-(
