[Android Touchscreen] Add Ability to Lock Buttons with Gesture

Description
What's the problem? Describe what went wrong.
Touch Controls are shitty. I want to make it possible to play Wind Waker on a touch screen. Locking on with L and R is very, very difficult with a touchscreen. I can't even reach over to hit it with my index finger because the back button will close the emulator and my finger crosses over it.
What steps will reproduce the problem?
Be dumb enough to use Dolphin Android serious enough.
Suggested Solution
I think tap and then tap hold should be able to lock buttons on the touch screen. That way I could lock on and do other stuff.

Pleeaaase only do this for L and R. Double tap to hold would be useful there, but for the face buttons, thaaat would not be good.

Or we could let the user configure which buttons they want to use it for. There are probably some games where you don't want to hold L and R at all.
