Android: Add logging settings to GUI

No response to https://forums.dolphin-emu.org/Thread-logging-on-android so this deserves a feature request.
Inconsistent freezes on Dolphin 5.0-6033 makes identifying any issue difficult so I hope logging on Android can help me. There is no GUI option to enable logging or change the log configuration. Is enabling the log, changing the log configuration, and writing it to a file something that can be done through an INI? If so, which INI should I be looking in?
Is the issue present in the latest development version? For future reference, please also write down the version number of the latest development version.
