Android: Default enabled "Show FPS" doesn't show FPS until re-enabling setting

Description

Show FPS is enabled by default in Dolphin for Android correct? If so, FPS isn't displayed. Unchecking then re-checking the "Show FPS" setting will display FPS.

Is the issue present in the latest development version? For future reference, please also write down the version number of the latest development version.

Nice catch. The Android GUI thinks it's enabled by default, but it's actually disabled by default... It's bad that the default values for each setting are duplicated in the code like they are :(
