Game saves, the banner shows up in the Wii System Menu, but, not in the gamelist.

I don't have this game, but the banner file you uploaded shows up fine when I transplant it into the save data of another game.
Just to make sure, have you tried using Purge Game List Cache?

I think I might have noticed the same issue. I had to rename the folder containing the ROMs and then reselect it in Dolphin in order to load any (new) Wii banners. I didn't update for a while, and the banners of games I created a savefile for before my update showed up without renaming anything.

Since this wasn't actually tested in 5.0 and JMC hasn't responded with whether Purge Game List Cache helps, I'm going to assume that this is a misdiagnosed occurrence of issue 10969. If you believe it isn't, please retest using PR 6563.
