What's the problem? Describe what went wrong.
Text shows a couple of lines that are not normally present, and the position of said lines changes depending on the resolution. When enabling Wireframe mode, you can actually see that the wire lines match with the ones shown in rendering like normal. Pitctures below, I've added yellow arrows to point you better (zoom in, it's pretty difficult to see):
What steps will reproduce the problem?
Boot the game, Press Start -> Start Menu.
Is the issue present in the latest development version? For future reference, please also write down the version number of the latest development version.
I've started using Dolphin when it was still in 4.xx, and even then the bug was already there. I've tested with the original 5.0 as well as 5.0-7179, it's still having that problem.
Happens in both the J and US roms, but I find it easier to spot using the US one.
What are your PC specifications? (CPU, GPU, Operating System, more)

AMD Radeon RX460 (bug also happens on the intel iGPU, as well as a Nvidia card when I had it).

Yeah that happens in a lot of games in various ways. It's related to a few issues already on the tracker. Best thing you can do is hand us a fifolog.

Should I record it from before loading the menu or after it's already loaded?

You'd record the fifolog while the menu is up. Odds are that 1x IR will fix this. A lot of games have rounding issues like this, unfortunately.

The text doesn't appear to be on screen so I can't do much with it. Sorry if I wasn't clear.
Record the fifolog when the issue is present.

Yep, this one works. If you set it to 2x Internal Resolution + Vertex Rounding Hack, the lines disappear for now.
Broken at 1x IR is a big deal though.

In this particular menu, yes, 2R + Hack works. But just going to another menu with other text, you can see it with the lines again, even at 2 IR and Vertex hack

That could be bugs in the actual game though. We'd need to compare it. There are text issues in other games.

It doesn't seem to work for me in the latest build?
In 5.0 setting it to real EFB removed the lines for me, but in the development build I'm not sure where/what the option I need is.

Ah, I guess it's just the first "Checking for memory card" message that has serious issues, other menus seem to work fine.

Try using the Manual Texture Sampling option in the latest builds.
