UI flickering when the power gage is filled

What's the problem? Describe what went wrong.
The UI appearance animation, that is playing when exiting the menu or after an event (for example, Camera transitions), is faulty when the power gage is filled (blue bars). It starts to flicker during that animation.
What steps will reproduce the problem?
Filling up some of the power gage. Then open the menu, closing it again. The animation plays at the top left corner.

Is the issue present in the latest stable version?
If the issue isn't present in the latest stable version, which is the first broken version? (You can find the first broken version by bisecting. No savestates are too big to download, but you have the possibility to test this in the first seconds of the game (tutorial)
