If you used a GCI folder, you will never be able to save on that savestate, as it will not recognize the memory card anymore. To be able to save when using savestates, you must have loaded from a raw memory card in the first place. Switching to raw from GCI after making a savestate will not work.

I mean is it to late to salvage my save states?

Yes. At this point you will have to either go back to your last save or play the rest of the game with savestates.

So if I use raw memory card instead when using save states will it work this time?

I appreciate the help. Looks like I wasted an entire morning RNGing a Shiny Suicune XD

This is still a valid bug and shouldn't happen unprovoked - I've run into it randomly in other games.

Do you think the bug can be fixed in latter versions of dolphin?

I'm pretty sure other people will have the same issue especially since more people are stating to RNG abuse the Pokemon games
