Feature Request: Add setting in GUI to change global user directory location

Description

I understand Windows can currently do this by placing portable.txt in the exe's directory, and macOS and Linux have another method involving the Terminal, but neither of these are very user friendly or apparent without checking the Dolphin website.

A setting in the Qt GUI to change the global user directory would make things very simple for average Dolphin users and also be consistent across all platforms.

This setting could be placed in the Paths section of the Config, in the same style as the "Default ISO", "Wii NAND Root", etc fields.

The problem is: Where should the GUI save the setting for where the user directory is? Saving it in the same folder as the executable is not always possible, since the directory shouldn't be written to if Dolphin is installed to e.g. Program Files on Windows. Saving it in the registry or equivalent is messy and not cross-platform.

Good point, I'm not a programmer so that hadn't occurred to me.

Would it be possible to add the portable.txt method to macOS and Linux?

It already works on Linux. Not sure if it would make sense on macOS, considering how applications are installed.
