I thought we had finally gotten rid of all of the help buttons, but it seems there were still a few hiding.

Additionally, there's another one in the new broadband adapter MAC address menu in the GameCube config.

Not sure if it would be useful/usable for Dolphin, but as of Qt 5.10 you can disable the help buttons globally with:
QApplication::setAttribute(Qt::AA_DisableWindowContextHelpButton);

Doesn't seem to be relevant anymore, does it?
For the tag, the button is no longer present anyway.
