Qt/GeneralPane (suggestion): Sort CPU emulation options from fastest to slowest

Description

In the AudioPane we sort the DSP Emulation Engine options from fastest and recommended (DSP HLE Emulation) to slowest (DSP LLE Interpreter). Sorting the CPU emulation options similarly with the recommended JIT Recompiler on the top of the list would be consistent with the AudioPane menu and also have the recommended option at the top, as is typical in many programs.
