Blurry Screen / Double Image / Rippling Effect that happens in the middle of the game (Magical Melody, GC)

What's the problem? Describe what went wrong.
The game appears to have double vision and is blurry. Looks like the screen is rippling with two images.
What steps will reproduce the problem?
- Start the game
- Walk towards the mayor's house before 3pm
- Game gets blurry and doesn't unblur until 3:30pm (in game time)
Is the issue present in the latest development version? For future reference, please also write down the version number of the latest development version.
Is the issue present in the latest stable version?
If the issue isn't present in the latest stable version, which is the first broken version? (You can find the first broken version by bisecting. Windows users can use the tool https://forums.dolphin-emu.org/Thread-green-notice-development-thread-unofficial-dolphin-bisection-tool-for-finding-broken-builds and anyone who is building Dolphin on their own can use git bisect.)

Is there anything else that can help developers narrow down the issue? (e.g. logs, screenshots,
configuration files, savefiles, savestates)
It seems to stop rippling 3pm in game time, and only happens when I walk outside. Also the rippling stops indoors.

Does it happen on console? It looks like a heat effect.
The game has it but it seems like it's less prominent on console. There's no issues online (that I could find) about the "summer weather being double vision, and here I feel like it's very noticeable compared to some videos I watched. It's just very annoying, and I don't think it's supposed to be that distorting. but correct me if I'm wrong~

Does the effect change if you use 1x Internal Resolution? Sometimes the upscaled textures being sampled in certain ways can produce very different results to what's expected.
it's still as prominent iirc, was messing around with a lot of settings earlier
