What's the problem? Describe what went wrong.

Many games poll at different Hz, with the default being 120Hz. Dolphin for some reason defaults to 240Hz (likely for Sonic Heroes to not spaz out,) but this breaks syncing with console in the thousands of titles that use the default.

What steps will reproduce the problem?

You can't really reproduce this, but, a TASbot playing back our inputs on console had to skip every other input in order to get it to sort-of sync. From there, it desynced due to input inaccuracies and probably RNG.

Questionable. The older builds are not accurate enough to use for this purpose. It is known that TASing was once set to 120Hz back in the old days.

This issue is rather difficult to narrow down. I think the easiest way to make it work for most games would be to put it back to 120Hz. At least a hack for the TASbot people would be okay while a more permanently solution was figured out. There's also the issue of affecting netplay, Sonic Heroes, and other potential issues.

JMC didn't link the PR that fixes this, so I'm going to assume it was this one: https://dolphin-emu.org/download/dev/b01cacb27ed7976619d98391ecf2b7b92edeba30/

(Actually, the status was changed to Fix pending before that PR was created, so I'm assuming JMC meant PR 8229, which later has some changes spun out into PR 8236.)
