Starting a movie record ignores aspect ratio setting in the wii tab, game always renders 16:9

What's the problem? Describe what went wrong.
When configuring Dolphin in the Wii tab for 4:3 aspect ratio, the game obeys it in normal play, but if started with a movie recording, it renders as 16:9 scaled to 4:3 instead.
What steps will reproduce the problem?
- Click Config
- Go to Wii tab
- Set "Aspect Ratio" to 4:3
- Use Movie→Start Recording Input to play Mega Man 9
- Dolphin displays a 16:9 horizontally squished to 4:3
Is the issue present in the latest development version? For future reference, please also write down the version number of the latest development version.
Is the issue present in the latest stable version?
If the issue isn't present in the latest stable version, which is the first broken version? (You can find the first broken version by bisecting.
