FEEDBACK/FEATURE REQUEST: Game tips while loading

Description
I'd love to see some useful information pop-up during emulator boot times when I am loading my games. Such tips and information can reference a database in which users can submit tips to the Dolphin team and be approved by a moderator.
For example, instead of the user being presented a boring "Loading" screen while the emulation is starting up, the screen can flip through a slideshow of useful tips, hints, and more. Tips for Dolphin and game settings would also be welcome, rather than just tips regarding the in-game experience too.

Most of the time, loading the game should be relatively instant. The only time that isn't true is when a ton of shaders need to be compiled. If we fix the issue of the shaders being single threaded, then this shouldn't be necessary at all.
I'm not against the idea of developer tips and I can understand where you're coming from, but it feels more like something I'd see in Madden versus an emulator.
