What's the problem? Describe what went wrong.

A stutter (around .5 seconds) occurs about every 8-9 minutes of gameplay, sometimes when loading an area, when opening the menu but sometimes seemingly out of nowhere. It is not a stutter present in the original VC version. Changing settings did not seem to alter the issue in any way.

What steps will reproduce the problem?

Playing normally for at least 10 minutes

That's most likely JIT cache running out, it's an inherent problem with our current JIT implementation. Not much you can do about that at the moment unless you want to compile your own version with a very large JIT cache (and thus very high memory usage).

Should be fixed by https://dolphin-emu.org/download/dev/a31c204ca8784397928e75624e89e0ae6b733cc9/ on x64. I suppose I will leave this issue open since it isn't fixed in the ARM64 JIT.

It's "Fixed" but not fixed. It's fixed to the capability of our current JIT without a major redesign. But there still will be occasional flushes. I think we should close it or memorialize the issue with a proper "limitations of current JIT" style issue.
