Games are stuttering excessively, especially after the ...11711 update and most recent NVidia CUDA 10.2 driver updates on my machine. When visiting Skytown, Elisia, the game often stutters big time especially when loading a large environment.

Odds are your computer isn't fast enough for Metroid Prime 3. I don't know the Xeon line of processors as well, but in general they don't have as much single threaded power as the consumer lines.

The Xeon E5-2690 is a Sandy Bridge based chip with a max boost of 3.8ghz. Even ignoring that the Xeon family is not optimized for single core performance, any Sandy Bridge CPU at 3.8ghz is not enough to run Prime 3's Elysia area at full speed. I know because my Core i5-3570k Ivy Bridge chip at 4.7ghz struggled there! Prime 3 is quite demanding, especially in Elysia. Anyway, this isn't something we can fix, that CPU is just too weak for that area.

That's good to know, but what if I am rendering on the GPU? I've brought the resolution down to 720p for now to help compensate.
