Frame advance only updates the screen every two frames

What's the problem? Describe what went wrong.
Using the hotkey assigned to Frame Advance doesn't give the expected result, if I use it for example on frame 201, frame 202 never shows up and the screen doesn't update, one more press and now frame 203 is displayed.
Is the issue present in the latest development version? For future reference, please also write down the version number of the latest development version.
Latest is 5.0-11816
Bisecting tool doesn't work but I traced it back to 5.0-11231 anyways.
What are your PC specifications? (CPU, GPU, Operating System, more)
Windows 10, Intel i7-6700, 16gb ram, Nvidia GeForce GTX 1080

https://github.com/dolphin-emu/dolphin/pull/8730 makes Dolphin skip over fields during which no new frame is displayed.

Not really worth another post I guess, through this one is already tagged as fixed.
Also not really sure if 5.0-11854 was the source but now the option from "movie/show frame counter" displays crazy numbers, the value roughly increments by 1100 each frame.
It happens on 5.0-11871, will post an actual issue at some point if noone reads this.
