It seems that most games on the Virtual Console lack some sort of proper overscan. It changes mostly per game. I was checking if Dolphin had any option to set a Custom Overscan, which could match individual Virtual Console games. Some games appear correctly on the Virtual Console like Majora's Mask (proper overscan, no black bars on the sides), through others like Ocarina of Time lack proper values (inproper overscan, black bars on all four sides).
As a result you end up with black bars. And no, the Crop option in the Advanced Tab for Graphics doesn't work (or won't properly recognize to adjust it). An example of Ocarina of Time is attached in the image files below. There are widescreen solutions for Ocarina of Time on the Virtual Console (Patched ROM, AR Code, Gecko Code), and while it changes the aspect ratio to 16:9 indeed without stretching, the black bars still remains on all four sides as a result of a lack of overscan. It does seem through that the distance of each side of the black bars is equal, so one value to just zoom in globally should hopefully work.
MayImilae pointed out that the game Beyond Good & Evil on the GameCube could really benefit from a Custom Overscan option as well. An example of Beyond Good & Evil (posted by MayImilae) by is attached in the image files below.
A solution similar as to how GlideN64 approached it would be practical I suppose, which can be adjusted on a per game basis. An example of how GlideN64 allows for Overscan configuration is attached in the image files below below.
