Netplay with real wiimotes keeps disconnecting

Description

What's the problem? Describe what went wrong.
setup:
When using netplay with my friend and we're both using real wiimores (with motionplus). I'm on linux, he's on windows, both using 5.0-12247.
We both have wiimote controller 1 and 2 set to real wiimote, both wiimotes are connected, mine as player one, his as player 2.
in netplay, I'm assigned wii mote 1, he's assigned wiimote 2.

We've played with emulated wiimotes in the past with no issues.

problem:
When we start a game, doesn't matter which game, my wiimote loses connection (1st and 3rd lights blink, then 2nd and 4th light blink, then 1st and 3rd again, until the wiimote turns off), and his wiimote either: becomes player 1, lights up 1st and 3rd light and freezes, or lights up 2nd and 4th light and freezes.

Tried solutions:

  1. We tried removing nunchucks
  2. I used a real wiimote, he used emulated wiimote and vice versa, we experienced the exact same issue
  3. We tried not assigned wiimote ports in netplay (we did have controllers connected), still the same issue
  4. deleted config, retried with clean config with exact same settings
  5. disabled continues scanning
  6. Upped netplay buffer to ridiculous sizes (50)

What steps will reproduce the problem?

Just play with real wiimotes with a friend.

i3-3820, amd rx580, Arch linux
His:
i7-9700, gtx 1070ti, Windows 10

Other info
Windows user has dolphin sometimes reporting "IOS_FS: Failed to rename temporary FST file" when starting a game (any game) in dolphin. This causes no issues in singleplayer.

When the issue initially presented itself, the game would freeze. After a few attempts the game would continue with disconnected wiimotes instead of freezing

Real Wii Remotes are not supported on netplay.

It's worth noting you can emulate a Wii Remote mapped with Real Wii Remote inputs using the "Connect Wii Remotes for Emulated Controllers" feature which will work in NetPlay.
Ask on the forums if you need more help.
