Vulkan API changes display refresh rate when going into Full screen

What's the problem? Describe what went wrong.

When I have Vulkan back-end enabled, and when I select Full Screen, my display refresh rate changes from whatever I set it as, to 59.34 or there about.
It also causes my Media Player Classic to stutter when trying to play a video file on full screen, and it gets fixed when I change the refresh rate in advance settings. It sometimes, when selecting Full screen, changes the HDMI Scaling to 0%.

This only happens with the Vulkan back-end, never when Open GL is selected.
I have also tried a different game built on Vulkan API to see if it has anything to do with Vulkan and not Dolphin, and there are no issues.

What steps will reproduce the problem?

Open NSMBWii with Vulkan API, and go to Full Screen.

If the display refresh rate is changing to 59.94, that's actually the correct refresh rate for GameCube/Wii games. I'm surprised it is doing it automatically, though.

I'd need someone with GPU expertise to confirm what we can do about this, though.
