What's the problem? Describe what went wrong.

When activating Peach's special power-up (Freeze Frame), the photographs it produces are completely blank black squares, instead of gray-scale 2D images of the opposing players and 3D environment around her when the power-up is activated.

What steps will reproduce the problem?

Activating Freeze Frame under any circumstances.

Yes (version 5.0-12699)

Is the issue present in the latest stable version?

I can't test with 5.0, since I don't have a config for using motion controls in versions before "Alternate Input Sources" was added. I assume the dev team members probably have a setup to test in 5.0, at least much easier than I could, but I can set up 5.0 to test in if it's really worth testing.

If the issue isn't present in the latest stable version, which is the first broken version? (You can find the first broken version by bisecting. Windows users can use the tool https://forums.dolphin-emu.org/Thread-green-notice-development-thread-unofficial-dolphin-bisection-tool-for-finding-broken-builds and anyone who is building Dolphin on their own can use git bisect.)

Intel i5-3570K @ 4.20 GHz, MSI NVidia GeForce 1070, Windows 10 Pro x64, 12 GB RAM

Is there anything else that can help developers narrow down the issue? (e.g. logs, screenshots,
configuration files, savefiles, savestates)

Like I said, I can do more testing on my own if there's more info required, but I believe this just needs a setting change or two, and if someone who knows more about the specifics knows what they should be, let's go with that.

Try disabling "Store EFB Copies to Texture Only" in Graphics > Hacks.

Okay, that made the photos start showing up:

But, they seem to be at a lower res than the game is running at (2x native, in this case). The Boo in the bottom picture shows this the most. Here's how the Boos normally look:

Yeah, the photos are being handled in main RAM rather than VRAM, which prevents scaled EFB copy from working, so they only appear at native resolution.
