Android: IR Pointer movement problems, especially without using device sensors

Description

What's the problem? Describe what went wrong.

Occurs on all games. Note that I haven't really used the IR pointer before.

Before https://dolphin-emu.org/download/dev/18b2553538acf647b9e965136b035adaeef87b88/, Portrait mode IR pointer's X coordinate value didn't change while moving with finger without using device sensors.
After that PR, the IR pointer doesn't move from the center of the screen.

The other motion modes display some clunky responsiveness that should also probably be looked into along with this problem.

What steps will reproduce the problem?

Try to move the IR pointer, especially without using device sensors.

Is the issue present in the latest development version? For future reference, please also write down the version number of the latest development version.
