[The Planar Reflection in Stage 103 (Beginner Extra 3) is missing, despite being there on real hardware, and being there in older versions of dolphin.]

What steps will reproduce the problem?

[In Dolphin version 5.0-13081 or later, either beat beginner without losing a life and get to Beginner Extra 3, or just use this AR code, HUEA-0C49-D4Z7Z

Save state for version 13337 at stage 103 in the debug menu

[Every other planar reflection in the game works. The one on the sega logo, the ones in the other space stages, the ones in the storm stage, master, ice, they all work. This is the only one in the whole game that doesn't work anymore, and I find that intriguing as it also seems to be the most clear one; it's completely reflective. Call me crazy and unhelpful, but the fact this was broken on the update that fixed the debug cubes in sunshine that had to do with invisible stuff doesn't seem like a coincidence to me.]

I'd also like to note that I normally use vulkan, but I tested every single API including the software renderer, and the results were the same every time. I tried changing to cached interpreter, interpreter, interpreter + software renderer, messing with every EFB option under the sun and always had texture cache accuracy on safe.

It looks like this issue (and #12379) were present in the software renderer prior to 5.0-13081 (and similarly the debug cubes already did not show up in the software renderer prior to 5.0-13081).
