Non critical LibUSB error prevents dolphin from running when USB controller is in peripheral mode

Description

I tried to start Dolphin on a arm64 phone running Alpine Linux, and the USB controller was in peripheral mode, and I got "failed to init libusb: LIBUSB_ERROR_OTHER". It didn't start up until I actually switched the controller into host mode. Is the USB controller being in host mode a requirement to run Dolphin? Perhaps libusb issues shouldn't be fatal.
