Heavy slowdown when rumble is triggered.
The issue clearly seems to be related to rumble since turning off rumble in game menu completely removes the slowdowns.
Let your character be hit to trigger controller vibration (with rumble turned on in game menu). Turn off rumble in game menu and the slowdowns instantly disappear.

Sorry, issue was submitted too soon while I was still formatting it and I don't seem to have the right to edit its description now. Can any admin modify it to remove the remaining default text and replace it by the Dolphin version in the first comment? Thx.

Took me a while to get this; what kind of controller are you using? We had an issue a while back with xinput devices maxing out a thread with rumble.
