What's the problem? Describe what went wrong.
[Vulkan is extremely slow and unable to reach full speed in Dolphin 5.0-14002]

If the issue isn't present in the latest stable version, which is the first broken version? (You can find the first broken version by bisecting. So 5.0-14002 is slow but 5.0-13999 is fast?

To be more descriptive before this build i was able to reach full speed in any game and d3d12 and 11 work fine but vulkan is now very slow like only 30% speed. the previous build didnt exibit this issue

This was not a regression on Dolphin's side, but instead it's a bug in AMD's driver for any applications which use the fullscreen exclusive extension.

strange though because anything before that worked fine. even did a fresh temporary dolphin install to be sure it wasnt some setting i was using but nope 5.0-14002 just ran really slow on VK by default. until now
