What's the problem?

Ashley is meant to turn transparent when the Wii Remote cursor is hovered over her but on Dolphin she turns completely invisible.

Is the issue present in the latest development version?

Yes, tested 5.0-14007 and a variety of builds, settings and software renderer. It's possible I missed something obvious.

What are your PC specifications? (CPU, GPU, Operating System, more)

Intel i5-6600K, HD 530 iGPU, Windows 10, D3D11

Is there anything else that can help developers narrow down the issue?

Here is a savestate and a FIFO log though I'm not sure how much use the latter is going to be, the display is a bit weird.

Does this still happen in the latest builds? Have you tested it with the software renderer?

This is certainly a weird one. I had to dig my disc out of storage to compare but Dolphin is definitely doing something wrong here.

On console, Ashley fades from opaque to mostly transparent when you put the pointer cursor over her, and then back from mostly transparent to opaque when you move off her. In Dolphin, this transition happens instantly on the first frame of the fade and completely hides her, and based on the timing I'd say she only shows again once the fade back to opaque is complete when you move off. So it seems like Dolphin is treating the semi-transparent at any given opacity but 100% as fully transparent, somehow.

Tested on 5.0-14652, flipped through pretty much all options that seemed even slightly relevant, never got it to work right. Even the Software Renderer does this incorrectly. Doesn't work in 5.0 stable (well, 5.0-9, but should be the same) either.

I attached a regular save file so you're not tied to a specific Dolphin savestate interval. Just load the save in slot 1.

This is still happening on latest builds. My test was done on 5.0-20778 which is about a month old but it's proof that the bug is still there. None of the settings seem to get it right, despite being a minor issue.
