Setting GFXBackend in a GameINI to anything other than Vulkan crashes Dolphin upon starting that game if the global backend is set to Vulkan

Setting GFXBackend in a GameINI to anything other than Vulkan crashes Dolphin upon starting that game if the global backend is set to Vulkan.
What steps will reproduce the problem?
- Open "Options > Graphics Settings > General".
- Set "Backend" to "Vulkan".
- Right-click on a game and select "Properties > Game Config > Editor".
- Type "[Core]" in the "User Config" field if it isn't already present.
- Underneath "[Core]", set the Graphics Backend to anything other than "Vulkan", using this schema.
- Attempt to launch the game.
(The problem still occurs entering it manually in the "GameSettings > [GAMEID].ini" file)
Is the issue present in the latest development version? For future reference, please also write down the version number of the latest development version.
Is the issue present in the latest stable version?
N/A, 5.0 does not support Vulkan.
If the issue isn't present in the latest stable version, which is the first broken version? (You can find the first broken version by bisecting. Windows users can use the tool https://forums.dolphin-emu.org/Thread-green-notice-development-thread-unofficial-dolphin-bisection-tool-for-finding-broken-builds and anyone who is building Dolphin on their own can use git bisect.)

Screenshots showing what it is supposed to look like from either console or older builds of Dolphin will help too.
