What's the problem? Describe what went wrong.
All cutscenes (basically none with real time 3D models) have horizontal lines going through moving parts of the image. The rest of the game plays great.
What steps will reproduce the problem?
- Open Rabbids Go Home.
- Observe the Ubisoft logo on any backend as the game starts up. Cutscenes like this will be choppier on higher resolutions.

Sounds like it's the same as the VP6 issue that might be a driver bug. Try using the Microsoft Basic Renderer in D3D and see if the lines still show up.

Tried the Microsoft Basic Renderer, but the game didn't run past the first frame of the Ubisoft cutscene, so I have no way of knowing whether the lines will show up.
For reference on the Nvidia side of things, I'm on the latest Game-Ready drivers, 466.47.

NVIDIA are the driver manufacturer known to get hit by the VP6 issues.

Is this an issue inherent to the drivers rather than Dolphin?

Unknown at this time. We just know that only certain drivers are affected.
