Update to DSP LLE breaks bios sound on startup

What's the problem? Describe what went wrong.

DSP LLE Recompiler seems to have broken the bios sound with a recent dev build of Dolphin. HLE and LLE Interpreter work as intended. I am currently using dsp_coef and dsp_rom dumps from a gamecube with the CRCs and SHA-1s matching the ones found here: https://forums.dolphin-emu.org/Thread-howto-getting-dsp-lle-dumps

What steps will reproduce the problem?

Enable intro bios and LLE recompiler and launch any GCN game, there is no sound on the bios.

No

If the issue isn't present in the latest stable version, which is the first broken version? (You can find the first broken version by bisecting. Either 10038 or 10045.

EDIT: Accidentally provided the Github pull numbers instead of Dolphin versions, the real ones are 5.0-14976 and 5.0-14988.

Updated to 14997, can confirm that Bios sound was restored as well as other games that were broken (ie. sound in Brawl was garbled) and is now working as intended.
