What's the problem? Describe what went wrong.

After setting up 2 players (player 1 and player 2 set as emulated) Each controller sends input to all players instead of just specific players. When setting up the bindings Dolphin does detect that the controllers don't have the same name (it lists xbox controller button 96 or Sony wireless controller button 96) but other than listing the names, all the bindings send input from either controller to every player instead of just a specific player.

What steps will reproduce the problem?

Set up 2 bluetooth controllers on the android version of dolphin. Bluetooth controller brand doesn't seem to matter I've tried Xbox controllers, PS4 controllers, Amazon controllers, and Xiaomi Mi controllers. Both controllers control all players incorrectly

What are your PC specifications? (CPU, GPU, Operating System, more)

Android Version of Dolphin. Asus Chromebox 3, Intel i3, Chrome OS (android 9)

Is there anything else that can help developers narrow down the issue? (e.g. logs, screenshots,
configuration files, savefiles, savestates)

Chromebooks do some weird stuff with gamepads (see issue 11662).

Perhaps this will end up being fixed as an effect of my planned Android controller overhaul. I don't think I would want to spend time trying to work around the issue before the overhaul.
