Allow "Start Recording Input" at powerup with a Riivolution mod

Description

What's the problem? Describe what went wrong.

Dolphin allows recording Wii games from a fresh console power-on by selecting a game from the list and using “Movie→Start Recording Input” -- this same mechanism isn't available for Riivolution mods, where you have to right-click a game and use the Riivolution dialog box to select mod(s) to load.

Starting movie files from a clean console powerup is preferred in scenarios such as TAS, where it can be proven that a cheated save state is not being applied first.

What steps will reproduce the problem?

Use "Movie→Start Recording Input" and it'll allow let you record the base game.

Riivolution doesn't exist in the latest stable version.

If the issue isn't present in the latest stable version, which is the first broken version? (You can find the first broken version by bisecting. Windows users can use the tool https://forums.dolphin-emu.org/Thread-green-notice-development-thread-unofficial-dolphin-bisection-tool-for-finding-broken-builds and anyone who is building Dolphin on their own can use git bisect.)

Riivolution was added sometime around a4da56e5e6d5a056969e9d9ae6024a411a832ca4 so I suppose then.

If your issue is a graphical issue, please attach screenshots and record a three frame fifolog of the issue if possible. Screenshots showing what it is supposed to look like from either console or older builds of Dolphin will help too. Should be fixed by https://dolphin-emu.org/download/dev/185475fe03c758a2346c170bd9395227d78b0f63/. But I don't think anyone has tested it yet, so please test it, and let me know if it doesn't work.
