Use portable mode and put Dolphin to a non-ASCII path and verify a game dump.

Reproduced. Unfortunately it seems like there's no easy way to fix this in the zip file library that we use. (The comment in unzip.h about the UNICODE define seems to be false as far as I can tell from reading the code.)

Maybe we should update our minizip version, it's from August 2017 (https://github.com/zlib-ng/minizip-ng/tree/b3713abe7722f1b779e7cdbd527c6208abbe1121) and it looks like it has gotten UTF-8 support since then.
