When checking for new updates under "Help" > "Check for Updates..." it will check for updates based on your auto update setting.
As a result of this "fix": https://bugs.dolphin-emu.org/issues/12848
Now, having auto updates disabled also disables manual update checks.

What steps will reproduce the problem?

1. Set Dolphin's Auto Update setting to "Don't Update"
2. Click on "Help" at the top
3. Click on "Check for Updates..."
4. Done! It will do all of nothing
