What's the problem? Describe what went wrong.

On a fresh install of Dolphin there is no screen tearing. However when I change the backend to anything at all the screen starts tearing. It persists even when I change back to the default of OpenGL. The issue is present in multiple games. I've tested Paper Mario The Thousand Year Door, Fire Emblem Path of Radiance, and Metroid Prime. They all have the issue pressent. VSync doesn't fix the issue on most backends, but seems to fix it on Direct3D 12.

What steps will reproduce the problem?

When I download a version on Dolphin and put a portable.text file in the folder, I am able to get this to happen consistently.

Unknown, didn't test stable version.

If the issue isn't present in the latest stable version, which is the first broken version? (You can find the first broken version by bisecting. Windows users can use the tool https://forums.dolphin-emu.org/Thread-green-notice-development-thread-unofficial-dolphin-bisection-tool-for-finding-broken-builds and anyone who is building Dolphin on their own can use git bisect.)

I tested 5.0-9878 and it happened there as well.

I was able to determine that while the tearing persisted when I switched the backend back to OpenGL, it only did so until Dolphin was closed and reopened.

If you're on Windows, a lot of the time we're at the mercy of DWM, especially if you're not in full screen. If for some reason your Graphics Card/Monitor combo is giving tearing in fullscreen (I know NVIDIA's drivers will detect Dolphin in fullscreen in OpenGL,) then I don't know what to say.
