What's the problem? Describe what went wrong.

There are strange graphical artifacts in the middle and bottom of the screen.
Sometimes these are only very distracting in intro cutscenes, but sometimes it persists to gameplay too.

What steps will reproduce the problem?

Start the game, play the tutorial, and get to the beginning of the first level.
The start of most levels can reproduce this consistently.

Is the issue present in the latest stable version?

I have not tried the 5.0 stable dolphin

If the issue isn't present in the latest stable version, which is the first broken version?
I have not managed to bisect this yet, though I will put more time to trying to do that later

This definitely worked at some point, because I've played through the whole game on dolphin before without noticing anything like this.
The creation date of my save file is 2021-05-25, if that helps narrow things at all.

I have attached a fifolog and screenshot.
The way it is supposed to look is obviously, without those strange bars.

What are your PC specifications? (CPU, GPU, Operating System, more)

OS: Arch Linux x86_64
Kernel: 5.19.8-arch1-1
GPU: AMD ATI Radeon RX Vega 64
AMD Ryzen 7 1700 (16) @ 3.000GHz
Mesa 22.1.7-1 (also tried 22.1.6-1)

Is there anything else that can help developers narrow down the issue? (e.g. logs, screenshots,
configuration files, savefiles, savestates)

If it's necessary for me to provide a save file, I can, but it is not hard to reach an affected area of the game.

This issue reproduces on OpenGL too.

I am playing with all the default graphical settings, only internal resolution is turned up to 1440p.
This still reproduces on 1x internal resolution also.

This game needs Defer EFB Copies to RAM disabled.

I'm unable to reproduce the issue using that fifolog on my Windows machine (but if it is related to Defer EFB Copies to RAM, the fifolog probably won't have the issue at all (even on your machine)).
