the problem
The game was working perfectly fine until between build 17656 (still working) and 17659 (broken). The GC logo fails to show up and hands on a black screen.
No other games so far seems to be impacted.

What steps will reproduce the problem?
Run NDDEMO

Is the issue present in the latest development version
Yes, all starting on build 17659

Is the issue present in the latest stable version?
Yes, 17730

The first broken version

I checked the other version I have of this ISO, same issue

And I did make a mistake in the report :
Is the issue present in the latest development version
Yes, as of now 17730

The first broken version
broken since 17659

PC specifications
Apple ARM M1 Max, 32 GPU Cores, 32Go Ram, macOS 13

The build 17659 was related to optimising on ARM processors, I wonder if I should directly report this on the PR #10046
(https://github.com/dolphin-emu/dolphin/pull/10046)

Sorry for the multiple edits, but now I find other games that simply doesn't boot anymore (Like Starfox Adventure), or crashes later on (Metroid Prime), the problem doesn't seem to be limited to that one game.

Can't reproduce with Star Fox Adventures. Dolphin 5.0-17724, Android.

You mentioned the GC logo. Are you using the GameCube IPL?

Yes I am (Japanese IPL for NDDEMO, USA for Starfox).
Just checked with 17724, and Indeed, if I set Dolphin to skip IPL Menu, things run as they did before.

(after checking, Metroid Prime Crash seems unrelated to the issue at hand)

Sorry, since you had trouble reproducing my problem, I tried again, and scraped my cache folder, to no avail.
I finally resolved to extreme means, removing my complet dolphin data folder and starting anew, and to my surprise, it now works with the newer versions (including with IPL), some file format change maybe ?
Sorry not to have tried that earlier, but I though it was unlikely to work, my bad. Again, thanks for helping me out, I guess this issue can be closed.

I tested some games and finally came across one game on which I could get consistent results, and found one so far :
Star Wars - Rogue Squadron II : Rogue Leader (USA) (MD5 : 0bf391bee90da09d6042016d23e7a9b1) (tested as "Good dump")

even after cleansing all dolphin files, which was enough to fix the other games, this one still doesn't boot when IPL Menu is enabled.
(Other USA games starts without any problems)

Whether the issue happens seems to be random even though I'm using single core. That's not a good sign...

I just tried the pr, and yeah the games that couldn't start with IPL Boot on, now works as expected. Awesome !

Sidenote, but it might not be related, in Metroid Prime, in the previous builds, when I shot plasma beams, the windowed screen was jerking randomly between 16:9 (with black bars) and 4:3 (I'm in auto mode); it might not be related but this pr doesn't seem to have this issue anymore.

That's unrelated and a known issue with Dolphin's widescreen heuristic. It'll come and go.
